The meetings are open for the public to attend. There is an open session at the beginning of the meetings. This is a 15 minute session where any member of the public may speak for up to three minutes.
It provides an opportunity for members of the public (who are not usually permitted to speak during the council meeting, other than by special invitation of the Chair to participate before the meeting by asking questions, highlighting matters of concern or making representations regarding Offwell Parish. No decisions can be taken on matters raised during this part of the meeting unless the subject is already an item on the published agenda.

Parish Pathways
There are several Public Rights of Way in the parish. These are managed by the Public Rights of Way section of Devon County Council in partnership with the Parish Council. The Parish Council welcomes any local residents who walk particular paths regularly and who would volunteer to make them aware of any works which need to be done such as cutting back nettles or brambles or repairing stiles.
Planning Committee
The Parish Council is a statutory consultee for the main planning authority, in this case East Devon District Council.
All Councillors are members of the Planning Committee. Where possible, Planning Applications are dealt with at the regular meetings. If this is not possible a special planning meeting is called.
Council meetings are publicised beforehand with the agenda on this website and on the Parish Council noticeboard.
Any parishioners or residents wishing to make representations to their elected Parish Councillors about planning matters or planning applications are respectfully asked to attend the next scheduled meeting of the Council where an opportunity to speak / discuss such matters will be provided before the meeting during the open session.
Parishioners are advised to either email or write directly to EDDC Planning if they wish to make a formal objection or comment on any particular application. EDDC will then log it on the application file for it be considered.
